wrong quantity of locking cores

Thule Snow Pack 6pr Roof Mount I ordered came with only 4 lock cores - It needs 6. Four for the brackets that hold onto the roof rack and 2 for each of the mounting strips. Am I the only one that noticed this? Or is everyone driving around with unsecured skiis and snowboards on their car roof tops??
